Animal Crossing New Horizons Beta Content: Equippable Permits While examining the various assets inside New Horizons' data, I found that the landscaping and path-making Island Designer permits are actual inventory items that could be carried and equipped by the player.

When selected, the cliff construction permit, waterscaping permit, and path construction permits behaved just like normal tools such as the shovel or axe, allowing players to either "hold" them or assign them to a favourites slot.

However when the player chooses to "hold" the cliff construction, waterscaping, or path construction permits, their hands are empty. They still display the item equip animation but they aren't holding anything and nor can they use these pieces of equipment.
